Facility Usage Policies
WASHINGTON COUNTY RECREATION DEPARTMENT
MULTI-PURPOSE BUILDING RENTAL POLICY

1. All recreation facilities are used primarily for Recreation Department Programs.

2. All facilities are available to the public on a first come basis as long as it does not interfere with department program.

3. Reservations will be taken no more than six (6) months in advance.

4. Requests to rent facilities must be submitted in writing. No reservations will be taken by phone.

5. A $25.00 deposit must accompany a written building rental request. Deposit will apply toward total rental fees. Half the deposit will be forfeited if reservations are canceled.

6. A contract must be executed and fees must be paid at least two weeks in advance. Failure to do so will result in termination of rental agreement.

7. Each group utilizing the facility shall be responsible for the clean-up in and around facility. Renters of indoor facilities shall sweep the facility, mop up any spills, put up tables and chairs unless instructed otherwise by the WCRD staff, and remove trash to dumpsters. This task shall be performed each night if rented for more than one day. After a rental is completed, the WCRD staff will determine if clean-up is sufficient. If facility is deemed unclean by the department and the renter is not willing to clean facility satisfactorily, a fee will be assessed to the renter to cover cleaning cost.

8. The person signing the contract will be responsible for adhering to all rules and regulations. Any infraction or failure to comply with the rules will result in the withdrawal of all privileges regarding Recreation Dept. facilities.

9. On rentals that occur during normal operating hours, Monday through Friday, 9am-5pm, (excluding holidays), the fee for a Recreation Staff Attendant and security officer will be waived. On ALL rentals that take place after normal operating hours, on holidays and on weekends will require a Recreation Staff Attendant and a Security Officer. The security officer will be assigned by the Recreation Department.

10. The renter will be held responsible for any damages to the facility. The facility will be repaired and the renter will incur all fees for the repair(s).

11. The Recreation Department reserves the right to cancel any reservation deemed necessary. The Recreation Department has the right to approve all functions.

12. No alcoholic beverages or tobacco products are allowed at any Recreation Department facility.

13. All activities must cease and buildings cleaned and locked by 11:00 p.m. or must have prior written approval from the Program Director or Recreation
Department Director.

14. All rentals are considered "private" (i.e., by invitation only). Events that are open to the public must have prior apporval from the Program Director or Recreation Department Director.

15. There will be a $20.00 service charge on all returned checks. Cash payment is required for service charge and returned check.

16. Decorating ideas are limited only by the imagination. However, please do not move the buildings existing decorations, furnishings, or use tape, nails, etc. on walls or ceilings. Candles on tables must have globes protecting flames (no open flames).


17. Rules of the facility must be adhered to in all rentals. Rules are posted entering each gym court.

18. Activities permitted in the gymnasiums must be activities that will abide by all rules of the gym..

19. Any individual or group requesting rental of the facility must provide a certificate of insurance with liability limits of no less than $100,000. This certificate must be made out to the Washington County Board of Commissioners, P.O. Box 1115, Sandersvislle, GA 31082. This certificate needs to be returned to the Recreation Department.

RULES AND REGULATIONS GOVERNING USAGE OF
THE WASHINGTON COUNTY RECREATION DEPARTMENT FACILITIES

GENERAL POLICIES

All facilities managed by the Washington County Recreation Department are open to the general public on a first come basis provided it does not interfere with
Recreation Department programming.

A. Ball Fields at Kaolin Park

1. All request for rental of ball fields must be turned in in writing at least two weeks prior to scheduled events. Rental agreement forms must be signed and rental fees must be paid in full five days prior to the beginning of the event.

2. The Recreation Commission has the right to approve or reject any rental request.

3. Rental charges for ball games (tournaments) are set at a rate of $10.00 per game or $50.00 per field per day. Lights will be available for use at a fee of $15.00 per hour per field. Recreation field will be available for renting on a first-come, first-serve basis providing it does not interfere with Recreation programming.

4. Persons renting the facilities are responsible for set-up and clean-up. Clean-up includes concession area, bathrooms, ball fields and parking lots.

5. No alcoholic beverages allowed on premises. No glass containers beyond field entrance gate.

6. Fields will be available from 9:00 a.m. - 12:00 p.m. Monday - Saturday, and 1:00 p.m. - 6:00 p.m. on Sunday.

7. A recreation department staff person will be present to supervise all activities at Kaolin Park. This staff person will be paid $10.00 per hour
at the conclusion of the activity. This fee will include field maintenance
during the day.

8. Depending on the nature of the activity, the Recreation Commission has the right to require security guards at certain events. The number of security guards will depend on the activity. The Security Guards will be paid $15.00 per hour/per person at the conclusion of the activity by the renter.

9. Persons requesting fields will be held fully responsible for all equipment, facilities, and supplies on the premises.

10. The department reserves the right to cancel any scheduled activity on the facilities when it determines that such use, in bad weather, would severely damage their condition.

11. The Recreation Department will retain the rights to host the concession stand.

12. Persons signing the rental request will be responsible for all the above Rules and Regulations being adhered to, and responsible for damage to property, and/or equipment during it's use. Any infractions or failure to comply with the above rules, will result in the withdrawal of all privileges to the future use of the Department facilities.

13. The Recreation Department has the right to refuse/cancel any reservation.

B. Picnic Shelter

1. Requests for reserving the picnic shelter must be turned in in writing at least two weeks prior to the reserving date of the reservation. Rental fees must be paid in full five days prior to the reserved date, and the rental agreement must be signed by the person in charge of the rental.

2. No grills will be allowed under the shelter.

3. No alcoholic beverages will be allowed.

4. Rental fee for the shelter will be $15.00 per day. (Non-refundable)

5. Persons renting the shelter will be responsible for cleaning up. All trash must be put in it's proper place. Trash cans are provided at the picnic shelter site.

6. Persons signing the rental request will be responsible for all the above Rules and Regulations being adhered to, and responsible for any damage to the property during it's use. Any infractions or failure to comply with the above rules will result in the withdrawal of all privileges to future use of the Department's facilities.


7. The department reserves the right to refuse/cancel any reservation.
